outside the United States for the personnel attached thereto: Provided, That nothing herein shall preclude the procurement of foods manufactured or processed in the United States or its possessions: Provided further, That no funds herein appropriated shall be used for the payment of a price differential on contracts hereafter made for the purpose of relieving economic dislocations: Provided further, That none of the funds appropriated in this Act shall be used except that, so far as practicable, all contracts shall be awarded on a formally advertised competitive bid basis to the lowest responsible bidder. SEC. 725. None of the funds appropriated in this Act shall be used t i eService facilis. for the construction, replacement, or reactivation of any bakery, laundry, or drycleaning facility in the United States, its territories or possessions, as to which the Secretary of Defense does not certify in writing, giving his reasons therefor, that the services to be furnished by such facilities are not obtainable from commercial sources at reasonable rates. During the current fiscal year, appropriations of the bursement.reimDepartment of Defense shall be available for reimbursement to the United States Postal Service for payment of costs of commercial air transportation of military mail between the United States and foreign countries. SEC. 728. During the cvirrent fiscal year, appropriations available Uniforms. to the Department of Defense for pay of civilian employees shall be available for uniforms, or allowances therefor, as authorized by law 81 Stat. 206. (5 U.S.C. 5901: 80 Stat. 508). SEC. 729. During the current fiscal year, the Secretary of Defense Ammunition, shall, upon requisition of the National Board for the Promotion of transfer. Rifle Practice, and without reimbursement, transfer from agencies of the Department of Defense to the board ammunition from stock or which has been procured for the purposes in such amounts as he may determine. Such appropriations of the Department of Defense available for Travel e x p e n s e s. obligation during the current fiscal year as may be designated by the Secretary of Defense shall be available for the travel expenses of military and naval personnel, including the Reserve components, and members of the Reserve Officers' Training Corps attending regional, national, or international rifle matches. ong es o l SEC. 730. Funds provided in this Act for congressional liaison l i aCs o n r a c s ii v inta e s. i t i activities of the Department of the Army, the Department of the Navy, the Department of the Air Force, and the Office of the Secretary of Defense shall not exceed $1,300,000: Provided, That this amount shall be available for apportionment to the Department of the Army, the Department of the Navy, the Department of the Air Force, and the Office of the Secretary of Defense as determined by the Secretary of Defense. SEC. 731. Of the funds made available by this Act for the services airCivil reserve fleet. of the Military Airlift Command, $100,000,000 shall be available only for procurement of commercial transportation service from carriers participating in the civil reserve air fleet program; and the Secretary of Defense shall utilize the services of such carriers which qualify as
