AN ACT To amend section 14(b) of the Federal Reserve Act, as amended, to extend for three months the authority of Federal Reserve banks to purchase United States obligations directly from the Treasury.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 14(b) of the Federal Reserve Act, as amended (12 U.S.C. 355), is amended by striking out "July 1, 1973" and inserting in lieu thereof "November 1, 1973" and by striking out "June 30, 1973" and inserting in lieu thereof "October 31^ 1973". AN ACT To amend the Labor Management Relations Act, 1947, to permit employer contributions to jointly administered trust funds^established by labor organizations to defray costs of legal services.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 302(c) of the Labor Management Relations Act, 1947, is amended h^^ striking out "or (7)" and inserting in lieu thereof "f7)" and by adding immediately before the period at the end thereoi the following: "; or (8) with 'respect to money or any other thing of value paid by any employer to a trust fund established by such representative for the purj^ose of defraying the costs of legal services lor employees, their families, and dependents for counsel or plan of their choice: Provided, That the requirements of clause (B) of the proviso to clause (5) oi this subsection shall apply to such trust funds: Provided further. That no such legal services snail be furnished: (A) to initiate any proceeding directed (i) against any such employer or its officers or agents except in workman's compensation cases, or (ii) against such labor organization, or its parent or subordinate bodies, or their officers or agents, or (iii) against any other employer or labor organization, or
