For expenses necessary for the Office of the Director, National Institutes of Health, $12,000,000. Funds advanced to the National Institutes of Health management fund from appropriations in this Act shall be available for the expenses of sharing medical care facilities and resources pursuant to section 328 of the Public Health Service Act and for the purchase of not to exceed nine passenger motor vehicles for replacement only.

For payments in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States, for necessary expenses for conducting scientific activities overseas, as authorized by laWj $1,912,000, to remain available until expended: Provided, That this appropriation shall be available in addition to other appropriations for such activities, for payments in the foregoing currencies. For the payment of such insufficiencies as may be required by the trustee on account of outstanding beneficial interest or participations in the Health Professions Education Fund assets or Nurse Training Fund assets, authorized by the Department of Health, Education, and Welfare Appropriation Act, 1968, to be issued pursuant to section 81 Stat. 4 0 1, 302(c) of the Federal National Mortgage Association Charter Act, 80^313^*1*64°°' $164,000, and for payment of amounts pursuant to section 744(b) 12 USC 17*17. or 827(b) of the Public Health Service Act to schools which borrow 8° Stat. 1230, any sums from the Health Professions Education Fund or Nurse 42^"use 294d, Training Fund, $3,836,000: Provided, That the amounts appropriated 2 97f. herein shall remain available until expended. H E A L T H PROFESSIONS EDUCATION F U N D

The Secretary is hereby authorized to make such expenditures, within the limits of funds available in the Health Professions Education Fund and the Nurse Training Fund, and in accord with law, and to make such contracts and commitments without regard to fiscal year limitation as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out the programs set forth in the Ijudget for the current fiscal year.
