"(c) Each department, agency, and instrumentality in the executive branch shall include in its affirmative action plan for the hiring, placement, and advancement of handicapped individuals in such department, agency, or instrumentality as required by section 501(b) of 29 USC 791. Public Law 93-112 (87 Stat. 391), a separate specification of plans (in accordance with regulations which the Civil Service Commission shall prescribe in consultation with the Administrator, the Secretary of Labor, and the Secretary of Health, Education, and Welfare, consistent with the purposes, provisions, and priorities of such Act) to promote and carry out such affirmative action with respect to disabled veterans in order to achieve the purpose of this section. Review and " (d) The Civil Service Commission shall be responsible for the evaluation. review and evaluation of the implementation of this section and the activities of each such department, agency, and instrumentality to iic^^fo°n'^' ^"^" carry out the purpose and provisions of this section. SEC. 404. (a) Part III of title 38, United States Code, is amended by adding at the end thereof a new chapter as follows: "Chapter 43—Veterans' Remployment Rights "Sec. "2021. •*§2021. Right to reemployment of inducted persons; benefits protected " (a) In the case of any person who is inducted into the Armed Forces of the United States under the Military Selective Service Act (or under any prior or subsequent corresponding law) for training and service and who leaves a position (other than a temporary position) in the employ of any employer in order to perform such training and service, and (1) receives a certificate described in section 9(a) of the Military Selective Service Act (relating to the satisfactory completion of military service), and (2) makes application for reemployment within ninety days after such person is relieved from such training and service or from hospitalization continuing after discharge for a period of not more than one year—
