(c) The Secretary shall report to the President and to Congress by July 1, 1972, the results of such study, together with such recommendations as he deems advisable. (d) There is authorized to be appropriated $5,000,000 to carry out the purposes of this section. [Note by the Office of the Federal Register.—The foregoing Act, having been presented to the President of the United States on Monday, December 14, 1970, for his approval and not having been returned by him to the House of Congress in which it originated within the time prescribed by the Constitution of the United States, has become a law without his approval on December 25, 1970, in accordance with the decision of the United States Court of Appeals for the District of Columbia Circuit, Kennedy v. Sampson, et ai. Civil Action Nos. 73-2121 and 2122 (D.C. Cir., Aug. 14, 1974). The Court decision came too late for this law to be published in regular sequence in 84 Stat. Therefore it is placed at the beginning of 89 Stat.]
