For necessary expenses, including contract reporting, and other services as authorized by 5 U.S.C. 3109, $6,600,000: Provided, That travel expenses of the judges shall be paid upon the written certificate of the judge. For expenses, not otherwise provided for, necessary for carrying out civil defense activities including the hire of motor vehicles; and financial contributions to the States for civil defense purposes, as authorized by law; $65,000,000: Provided, That not to exceed $29,600,000 shall be available for allocation under section 205 of the Federal Civil Defense Act of 1950, as amended. For "Operation and maintenance" for the period July 1, 1976, through September 30, 1976, $14,300,000: Provided, That not to exceed $7,560,000 shall be available for allocation under section 205 of the Federal Civil Defense Act of 1950, as amended. For expenses, not otherwise provided for, necessary for studies and research to develop measures and plans for civil defense; continuing shelter surveys, marking, and equipping surveyed spaces; and financial contributions to the States under section 201(i) of the Federal Civil Defense Act, which shall be equally matched, for emergency operating centers and civil defense equipment; $20,000,000: Provided, That appropriations made available for Research, shelter survey, and marking, prior to fiscal year 1975, shall not be available for obligation after September 30, 1976. For "Research, shelter survev, and marking" for the period July 1, 1976, through September 30, 1976, $5,000,000. GENERAL PROVISIONS—^CIVIL DEFENSE

Citation of title.

SEC. 1. Appropriations contained in this Act for carrying out civil defense activities shall not be available in excess of the limitations on appropriations contained in section 408 of the Federal Civil Defense Act, as amended (50 U.S.C. App. 2260). SEC. 2. No part of any appropriation in this Act shall be available for the construction of warehouses or for the lease of warehouse space in any building which is to be constructed specifically for civil defense activities. This title may be cited as the "Independent Agencies Appropriations Act, 1976".
