SEC. 416. Chapter 9 of part I of the Foreign Assistance Act of 1961, as amended by section 415 of this Act, is further amended by adding at the end thereof the following new section: 22 USC 22921.

" SEC. 495C. LEBANON B E L I E F AND R E H A B I L I T A T I O N. — (a) The Con-

gress, recognizing that p r o m p t United States assistance is necessary to alleviate the human suffering arising from civil strife in Lebanon and to restore the confidence of the people of Lebanon, authorizes the President to furnish assistance, on such terms and conditions as he may determine, for the relief and rehabilitation of refugees and other needy people in Lebanon. " (b) There is authorized to be appropriated to the President for the purposes of this section, i n addition to amounts otherwise available for such purposes, $20,000,000, which amount is authorized to remain available until expended. " (c) Assistance under this section shall be provided in accordance with the policies and general authority contained in section 491, " (d) Obligations incurred prior to the date of enactment of this section against other appropriations o r accounts for the purpose of providing relief and rehabilitaition assistance to the people of Lebanon may be charged to the appropriations authorized under this section. " (e) Not later than sixty days after the date of enactment of appropriations to carry out this section, and on a quarterly basis thereafter, the President shall transmit reports to the Committees on Foreign Relations and Appropriations of the Sena;te and to the Speaker of the House of Representatives regarding the program i n g and obligation of funds under this section,". TITLE V—MISCELLANEOUS AUTHORIZATIONS SECURITY SUPPORTING ASSISTANCE

SEC. 501, (a) Section 532 of the Foreign Assistance Act of 1961 is amended to read as follows: " S E C, 532. AUTHORIZATION,— (a) There is authorized to be appropriated to the President to carry out the purposes of this chapter for the fiscal year 1976 $1,766,200,000, of which not less than $65,000,000 shall be available only for Greece, $730,000,000 shall be available only for Israel, and $705,000,000 shall be available only for E g y p t, and for the fiscal year 1977 $1,860,000,000, of which not less than $785,000,000 shall be available only for Israel, not less than $750,000,000 shall be available only for E g y p t, not less than $27,500,000 shall be available only for Zambia, and not less than $27,500,000 shall be available only for Zaire, Amounts appropriated under this section are authorized to remain available until expended.
