PRIVATE LAW 94-31--FEB. 13, 1976 Caguiat may be classified as a child within the meaning of section 101(b)(1)(F) of the Act, upon approval of a petition filed in his behalf by Mr. and Mrs. Romeo Caguiat, a citizen of the United States and a lawfully resident alien, respectively, pursuant to section 204 of the Act: Provided, That the natural parents or brothers or sisters of the beneficiary shall not, by virtue or such relationship, be accorded any right^ privilege, or status under the Immigration and Nationality Act. Be it enacted by the Senate and House of Representatwea of the United States of America in Congress assembled, That, notwithstanding the provision of section 212(a) (23) of the Immigration and Nationality Act, Valerie Ann Phillips, nee Chambers, may be issued a visa and admitted to the United States for permanent residence if she is found to be otherwise admissible under the provisions of that Act: Provided, That this exemption shall apply only to a ground for exclusion of which the Department of State or the Department of Justice had knowledge prior to the enactment of this Act.
