PUBLIC LAW 95-208—DEC. 13, 1977 (c) The Secretary of State, with the concurrence of the Secretary, gj^g^ij appoint an arbitrator when one is required to resolve a dispute within the meaning of article X III of the Convention. SEC. 9. AUTHORIZATION OF APPROPRIATION. Beginning with the fiscal year ending September 30, 1979, and for each fiscal year thereafter, there are authorized to be appropriated such sums as are necessary to carry out the provisions of this Act. Approved December 13, 1977.
