SEC. 513. As used in this title, the term— (1) "energy conservation" means energy conservation, efficient energy use and the utilization of renewable energy resources; and (2) "State" means any State of.the United States, the District of (Jolumbia, the Commonwealth of Puerto Kico, Guam, the ' Virgin Islands, American Samoa, or any territory or possession of the United States.
