For necessary administrative expenses to enable the United States Railway Association to carry out its functions under the Regional Rail Reorganization Act of 1973, as amended, $23,000,000, of which not to exceed $4,000 shall be available for official reception and representation expenses.

For acquisition of series A preferred stock issued by the Consolidated Rail Corporation, to remain available until expended, $300,000,000, except that no funds shall become available until authorizing legislation is passed.

WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY INTEREST P A Y M E N T S

To enable the Department of Transportation to pay the Washington Metropolitan Area Transit Authority costs of debt service assistance and the interest subsidy authorized by Public Law 92-349, D.C. Code 1-1441 note. $38,142,000, to remain available until expended. TITLE III GENERAL PROVISIONS SEC. 301. During the current fiscal year applicable appropriations to the Department of Transportation shall be available for maintenance and operation of aircraft; hire of passenger motor vehicles and aircraft; purchase of liability insurance for motor vehicles operating in foreign countries on official departmental business; and uniforms, or allowances therefor, as authorized by law (5 U.S.C. 5901-5902). SEC. 302. None of the funds provided in this Act shall be available for the implementation or execution of programs the obligations for which are in excess of $35,990,000 in fiscal year 1979 for general aviation discretionary grants. SEC. 303. None of the funds provided in this Act shall be available for the implementation or execution of programs the obligations for which are in excess of $593,150,000 in fiscal year 1979 for "Grants-inaid for airports" under 49 U.S.C. 1714 (a) and (b) other than general aviation discretionary grants.
