National Transportation Policy Study Commission: "Salaries and expenses", $40,000, to remain available until expended. TITLE III GENERAL PROVISIONS SEC. 301. No part of any appropriation contained in this Act shall Fiscal year remain available for obligation beyond the current jfiscal year unless limitation, expressly so provided herein. SEC. 302. Except where specifically increased or decreased elsewhere in this Act, the restrictions contained within appropriations, or provisions affecting appropriations or other funds, available during the fiscal year 1978, limiting the amounts which may be expended for personal services, or for purposes involving personal services, or amounts which may be transferred between appropriations or authorizations available tor or involving such services, are hereby increased to the extent necessary to meet increased pay costs authorized by or pursuant to law. SEC. 303. The Supplemental Treasury and Post Office Departments 31 USC 725q-la. Appropriation Act, 1949 (62 Stat. 561), also known as the Act of June 19, 1948, is amended by adding at the end thereof the following:
