SEC. 401. Appropriations and authorizations made in this title which are available for salaries and expenses shall be available for services as authorized by 5 U.S.C. 3109. SEC. 402. Not to exceed $120,000 of the appropriations contained in this title shall be available for the study of rules of practice and procedure. SEC. 403. Appropriations made in this title shall be available for salaries and expenses of the Temporary Emergency Court of Appeals authorized by Public Law 92-210. This title may be cited as the "Judiciary Appropriation Act, 1980".

For necessary expenses, not otherwise provided for, for arms control and disarmament activities, including not to exceed $16,500 for official reception and representation expenses, authorized by the Act of September 26, 1961, as amended (22 U.S.C. 2551 et seq.), $18,270,000. For expenses of the Board for International Broadcasting, including grants to RFE/RL, Inc., $84,470,000, of which $3,250,000, to remain available until expended, shall be available only for fluctuations in foreign currency exchange rates in accordance with the provisions of section 8 of the Board for International Broadcasting Act of 1973, as amended: Provided, That not to exceed $52,000 shall be available for official reception and representation expenses.
