PUBLIC LAW 96-238—APR. 24, 1980 SEC. 3. The Secretary is authorized to accept and administer any property provided to the United States under this Act. SEC 4. The Secretary may require such additional terms and conditions as the Secretary considers appropriate to carry out the provisions of this Act and to protect the interests of the United States. SEC. 5. Before the conveyance described in the first section of this Act, the Secretary shall report to the appropriate committees of Congress On such conveyance and on the agreement entered into under section 2(a) with respect to the conveyance.
