Appropriations or funds available to the Department of Defense may be transferred to fiscal year 1981 Department of Defense appropriations for Research, development, test, and evaluation to the extent necessary to meet increased pay costs authorized by or pursuant to law. None of the funds appropriated to the Department of Defense for lo use 2304 fiscal year 1981 and hereafter shall be available for obligation to note.
