SEC. 2152. (a) Section 1862 of the Social Security Act is amended by adding at the end the following new subsection: "(f) The Secretary shall establish utilization guidelines for the determination of whether or not payment may be made, consistent with paragraph (1) of subsection (a), under part A or part B for expenses incurred with respect to the provision of home health services, and shall provide for the implementation of such guidelines through a process of selective postpayment coverage review by intermediaries or otherwise.". (b) The Secretary of Health and Human Services shall establish, and provide for the implementation of, the guidelines described in section 1862(f) of the Social Security Act not later than October 1, 1981. SEC. 2156. Section 966 of the Medicare and Medicaid Amendments of 1980 (P.L. 96-499; 94 Stat. 2652) is amended— (1) by adding at the end of subsection (c)(2) the following new sentence: "The Secretary shall, not later than October 1, 1981, establish such guidelines and establish such regulations as may be necessary to assure that agreements are entered into under this section by not later than January 1, 1982.", and (2) by striking out "The Secretary" in subsection (h) and inserting in lieu thereof "The Secretary shall, during January
