PUBLIC LAW 97-149—FEB. 26, 1982 is designated the 'National Year of Disabled Persons, and the President of the United States is authorized and requested to issue a proclamation calling upon the elected ofELcials and people of the United States to observe such year through activities in support of the long-term goals for disabled persons promoted during the International Year of Disabled Persons. Approved February 26, 1982.
