"(c) Not later than one hundred and twenty days after the date of Report to enactment of this section, and annually thereafter, the Secretary Congress. shall report to the Congress with respect to the operation of this section, including any recommendations for legislative changes the Secretary finds necessary with respect to the authority provided in this section.".
