PUBLIC LAW 98-53—JULY 15, 1983 97 STAT. 287 Public Law 98-58 98th Congress An Act With regard to Presidential certifications on conditions in El Salvador. July 15, 1983 [H.R. 1271] Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 728(e) El Salvador. of the International Security and Development Cooperation Act of Presidential 1981 is amended by adding at the end thereof the following: "The conditions!'^^ fourth certification required under this section may be made only if 22 USC 2370 it includes a determination by the President that, since the third note. such certification was made, the Government of El Salvador (1) has made good faith efforts both to investigate the murders of the seven United States citizens in El Salvador in December 1980 and January 1981 and to bring to justice all those responsible for those murders, and (2) has taken all reasonable steps to investigate the killing of Michael Kline in El Salvador in October 1982.".
