For contracts, grants, and necessary expenses of programs of research and studies relating to housing and urban problems, not otherwise provided for, as authorized by title V of the Housing and Urban Development Act of 1970, as amended (12 U.S.C. 1701z-l et seq.), including carrying out the functions of the Secretary under section l(a)(l)(i) of Reorganization Plan No. 2 of 1968, $16,900,000, to remain available until September 30, 1986: Provided, That of the funds provided herein $500,000 shall be used in addition to the $4,000,000 provided for the modernization study in Public Law 98-45 (97 Stat. 223, 224): Provided further, That not more than a total of $500,000 of the funds available for use on the modernization study shall be used for the energy analysis and program evaluation component of the study: Provided further. That $500,000 of the funds provided herein shall be for the design and implementation of the housing voucher demonstration evaluation, including a comparison of the housing voucher program with fifteen year assistance contracts under the section 8 existing housing program. For contracts, grants, and other assistance, not otherwise provided for, as authorized by title VIII of the Civil Rights Act of 1968, as amended, $6,700,000, to remain available until September 30, 1986. MANAGEMENT AND ADMINISTRATION SALARIES AND EXPENSES (INCLUDING TRANSFER OF FUNDS)

For necessary administrative and nonadministrative expenses of the Department of Housing and Urban Development, not otherwise provided for, including not to exceed $4,000 for official reception and representation expenses, $577,320,000, of which $282,085,000 shall be provided from the various funds of the Federal Housing Administration. ADMINISTRATIVE PROVISION

Section 1305 of title 31, United States Code, is amended by adding to the end thereof the following new paragraphs to provide for indefinite appropriations to be available currently and permanently: "ANNUAL CONTRIBUTIONS FOR ASSISTED HOUSING

"(7) to make payments required under contracts made under section 5 of the United States Housing Act of 1937, as amended (42 U.S.C. 1437c). "COLLEGE HOUSING GRANTS

"(8) to make payments required under contracts made under title IV of the Housing Act of 1950, as amended (12 U.S.C. 1749 et seq.).
