Mr. Chen Chi-shou, was born at Haining, Chekiang, in 1869. After receiving an education under private tuition and passing several literary examinations, he was made magistrate of various cities under the Manchu dynasty, including Soochow, Kiangyin, Kingshan and Fenghsien of Kiangsu and serving also as deputy of transportation, machinery arms and telephone services and director of bureaus of commercial affairs, of public works, of agriculture, of education, of police and foreign aidus. During the Nanking Exposition, he was appointed chief of the Bureau of Agriculture, Works and Commerce. After the exposition, Mr. Chen promoted the
