Mr. Chiang T’ien-to was born at Hua Hsien, Kuangtung Province, in 1879. He received his early education in the old Confucian schools and went to Japan in 1902 for his modern education, where he studied Political Science and Law at Waseda University, graduating in 1907. After returning to China, Mr. Chiang joined the Compilation Bureau of the Mingchenpu or Board of the Interior.
