Dr. Tsien Tai

Dr. Tsien Tai was born at Chiashan Hsien, Chekiang Province, in 1888. In 1906 be passed a "Competitive Examination by Imperial Grace” and obtained the degree of "Yu Kung Sheng" or Meritorious Senior Licentiate. He was a graduate of the University of Paris with the degree of LL.D. Dr. Tsien was for some time a Deputy Judge of the Peking Local Court. In January 1915 he was appointed a Secretary of the Ministry of Justice. In April he was delegated by the Ministry to be a member of the Measurements Standardization Commission under the Ministry of Agriculture and Commerce. In September he was appointed to hold concurrently the position of Chief of the Bureau of Statistics of the Ministry of Justice. In December he was appointed by the President to be Councillor of the same Ministry. In the same month the Ministries of Foreign Affairs and of Justice jointly invited him to be a member of the Judicial Discussion Commission. In April 1917 Dr. Tsien received another appointment in the
