It appears that Captain (later Admiral Sir) Fulteney Malcolm is perhaps meant. And the transcription says this. But the source definitely says Pulteney. Memorials inscribed to Fulteney exist in Langholm and St. Paul's Cathedral. The Imperial War Museum page covering the Langholm statue refers to him as Pulteney, despite the clear spelling on the pedestal. Rich Farmbrough, 10:30 31 March 2021 (GMT)
