The footnote has a clear anchor - I'm not worried about that. But the anchor in the text is a couple of lines above the start of the footnote in the margin.
For footnotes on other pages that often don't have anchors in the text, I have assigned them anchors that line up with the footnote as much as possible. I thought it would be worth flagging that this page suggests that the strategy I've pursued elsewhere may create misleading anchor points. Still not sure of a more optimal solution.
