The events at the Branch Davidian compound outside Waco, Texas were exceptional and required an-exceptional response by law enforcement. Unfortunately, despite the efforts of law enforcement, the incident also had an exceptionally tragic ending. This report is being provided with the hope that everyone, whether government official or citizen, can understand, to the greatest degree possible, what happened at Mt. Carmel, and can avoid similar situations in the future.
