Published as "A Proclamation of Neutrality by the Queen Victoria", The London Gazette, No. 22510, 14 May 1861, pp. 2046-47. It was republished in the New York Times on May 29,1861[1] and also appears in US government documents on the Alabama claims. UK sources also have it (e.g, this excerpt from a volume of British state papers), but scanning and posting part of a scanned Google book is beyond my skills.
