the version of the constitution should be at the top of the article edit

Does this version include all the amendments of 2007? It seems obvious to me that it does not include the 26 February proposed amendments. It would be useful to have a statement at the top of the article something like (includes amendments of 2007, proposed 2011 amendments not included). i don't know much about wikisource culture, so it would probably be better if someone else does this.
