This is an international medium, and the topic of this article is specific to one particular country. In all such cases, the limited significance needs to be made explicit in the wrappings - URL, the Title, the Subject, eic. - independently of whether it is evident from the contents.
Omitting such information shows either carelessness or arrogance.
