What is the source for law 13, as listed here? This was a law included in the early drafts, but it was removed on the FA meeting of 1863-12-01 (see report from Bells Life in London). These laws were confirmed one week later on 1863-12-08 without further amendment and scheduled for publication (see report in The Sporting Life). Furthermore, it's inconsistent with law 11.
