The first footnote says "Extract from a paper presented to the Royal Swedish Academy of Sciences, 11th December, 1895, Communicated by the Author." I found this paper in the appendix to their proceedings with a title that Google translates to "On the influence of atmospheric carbon dioxide content on the temperature of the earth's surface", which is a plausible match for this title, and the start of the actual text is also a plausible match. However, the date is 28 days off, way more than even the current Julian-Gregorian gap, and I'm not sure why; I don't see any obvious mention of another date. Maybe it's the gap between oral presentation and print publication?
