The correct person may be the James Montgomery Bell described here: https://www.nps.gov/waba/learn/historyculture/james-bell.htm
I believe there may also be some mix-up, in cases where the middle initial is omitted, between James M. Bell and the more well-known James F. Bell who is also mentioned in the source (https://en.wikipedia.org/wiki/J._Franklin_Bell)
