Hi i think i found the translator of the speach: Randall Bytwerk

and he dont want the speach to appear on wikipedia.

There is a chunk of this text missing (and it seems to have always been so). The paragraph which beguins

We are therefore compelled to adopt a series of me in the homeland ...

should instead read

We are therefore compelled to adopt a series of measures that are not essential ...
