And if your brother is not near you, or you do not know who he is, then you shall take it into your house, and it shall be with you until your brother seeks it, and you shall bring it back to him.

Until your brother seeks

(Bava Metzia 27) Would it come in your heart that you shall give it to him before he shall seek it? But seek him that he should not be a deceiver.

And you shall bring it back to him

That it shall be returnable; that it shall not eat up in your house its whole value and you shall demand it from him. From here they said: Anything that does and eats shall do and eat, and that which does not do and eat shall be sold.

And if your brother is not near you

That he is not near you – for you are not obligated to go to another land with the lost object to bring it back to him – or that you do not know who he is at all. And in the Sifre (Ki Teitzei 47): I only have “near”. Far – from where [do we know]? [For this] it says: “or you do not know who he is”. And if so, it may be said: And if your brother is not near you in your city, that you shall ask about him and you shall know who he is, then it shall be with you until your brother seeks it.
