I will not fear from ten thousands of people that have set [themselves] against me all around.

Have set
A language of desolation; gatiront in the foreign language. And there are those who say, שתו is like set; like: (Exodus 10:1) that I might set My signs.
Ibn Ezra edit
Have set [themselves] against me
Like: (Isaiah 22:7) set [themselves] toward the gate; like: waged war. And there are those who explained: the foundations; and the meaning is like nets; hence the word all around.
