Re: Additional organisation of agencies and distribution of duties and responsibilities


Whereas the Order of the Chief of the Council for Democratic Reform No 10/2549, Re: Additional organisation of agencies and distribution of duties and responsibilities has been issued, the following Joint Intelligence Coordination Centre and Information Task Force are hereby established additionally in the Special Affairs Division, Headquarters of the Council for Democratic Reform in order for the operation of, the following up of situations by, and the presentation of information to the public by the Council for Democratic Reform to proceed in a smooth and efficacious manner:

1.A Joint Intelligence Coordination Centre, Special Affairs Division, Headquarters of the Council for Democratic Reform (JICC-SAD-HCDR), having the following missions, responsibilities, and organisation:

1.1Missions

To follow up situations, to plan, direct, coordinate, and process information, to generate intelligence, and to suppress intelligence in order to support the missions of the Council for Democratic Reform in maintaining domestic order.

1.2Duties

1.2.1To accumulate and mobilise competency of intelligence units in the intelligence community to monitor, coordinate, and analyse the situations within and outside the Country which may affect national order and security, and to convene intelligence-related agencies to assess the situations. For this purpose, the Centre shall be on duty twenty-four seven.

1.2.2To generate news of the day, urgent news, and specific news and report them directly to the Chief of the Council for Democratic Reform.

1.2.3To periodically brief the meeting of the Council for Democratic Reform about situations and tendencies.

1.2.4To serve as a centre for coordination of intelligence operations in response to a situation which involves emergency, from its commencement and continuously until its conclusion.

1.2.5To establish proactive measures or procedures for treatment of the targets which are likely to affect security.

1.2.6To carry out other duties as assigned.

1.3Organisation: The Centre is composed of representatives of various agencies, namely, the Ministry of Interior, the Ministry of Foreign Affairs, the Ministry of Information and Telecommunications Technology, the Bank of Thailand, the National Intelligence Agency, the Bangkok Internal Security Operations Command, the Royal Thai Police Operations Centre, the Special Investigation Department, the Office of the Anti-Money Laundering Commission, the Special Branch Bureau, the Permanent Secretariat to the Ministry of Defence, the Armed Forces Security Centre, the Military Intelligence Department, the Army Intelligence Department, the Naval Intelligence Department, the Air Force Intelligence Department, the Military Intelligence Unit, the 1st Army Area Operations Centre, and other relevant agencies. The Chief of the Army Intelligence Department shall be its responsible commander. The Army Intelligence Department shall serve as the main unit for directing the activities and shall carry out the duties of the JICC-SAD-HCDR together with the officials from the relevant agencies.

2.An Information Task Force, Special Affairs Divisions, Headquarters of the Council for Democratic Reform (ITF-SAD-HCDR), composed of the officials from the Royal Thai Army Radio and Television Station (RTA-RTS), having the following duties and responsibilities:

2.1To present information from the Council for Democratic Reform to the general public through the radio and television network of the Armed Forces, and to coordinate with public and private radio and television stations on the presentation of information as instructed by the Council for Democratic Reform.

2.2To present information concerning operations of the military officials working in all areas and reactions of people from all professional sectors in line with and in support of the activities of the Council for Democratic Reform.
