I have started cleaning up Wikisource:Historical documents. Please note this page is for "This page links to treaties, constitutions, declarations, laws, codes, and other official documents of historical importance." emphasis mine) It seems people have been adding all sorts of documents here, so it very understanble you are confused as to what belongs. Documents on this page should things considered written by a goverment or speeches given in an official capacity. The texts you have added are not appropriate. They are authored by people who should have their own author pages where this page is mainly for texts whose authors are goverments with some exceptions mentioned above.
