With the imminent demise of The National Archives website Your Archives to which I contributed, I have decided to (hopefully) transfer my transcription efforts to Wikisource instead. I have some transcripts of the Minutes of the Meetings of the War Cabinet of the British Government for the period December 1916, all transcribed from CAB 23/1 (TNA ref:) which covers the minutes of Meetings 1 to 82 of the War Cabinet. I assume for transcription purposes the Minutes of the 82 meetings should be treated as separate publications though there is also a Title page covering all 82 minutes plus an index at the end to all 82 meetings. How should I treat the Title page and index?

I've been experimenting with the formatting tools available (very nice) and the first page of the text of Meeting 1 would look something like this:

Office of the War Cabinet. 1. The War Cabinet decided that their offices should for the present be at Montagu House, which up to now has been occupied by the Shipping Control Committee, and was about to be transfered to the Ministry of Munitions. The Secretary was instructed to place himself in communication with the Office of Works with a view to the immediate transfer of these or other convenient offices to the War Cabinet at the earliest possible date.

Secretariat. 2. The War Cabinet discussed the advisability of strengthening the Secretariat of the former War Committee by the addition of a civil side. The question was adjourned for further consideration.

Greece. 3. The War Cabinet discussed a telegram, dated the 6th December, 1916, received by His Majesty the King from the King of Greece, and approved, with slight alterations, and subject to the concurrence of Mr. Balfour (who was unable to attend the meeting), a draft reply submitted by the Permanent Under-Secretary of State for Foreign Affairs. Copies of the telegram from the King of Greece and the reply are attached. (Appendix I.)

I have had a quick shove around of [en.wikisource.org/w/index.php?title=Page%3AMinutes_of_War_Cabinet_Meeting_1.djvu%2F2&diff=4074337&oldid=4074294 page 2] of the text. As our purpose is to transclude pages and that we need to be aware of a wide variety of screen sizes we try to keep the text into the body of the Page: ns less hard formatted. Also using the header/footer fields to hold certain formatting when we want the page to look okay, however, being aware that we are going to need to transclude.
