Maybe. I'll give you the information and you can decide for yourself. Address of Senator John F. Kennedy to the Greater Houston Ministerial Association at the Rice Hotel, Houston, Texas September 12, 1960. I looked but could not see anything on the web site that explicitly says that this speech is free to distribute under public domain so a strict interpretation of copyright law says we should not add it. But with a mind toward promoting material as free content when ever possible we can consider whether the speech is not under copyright due to an exception. Since the speech was an campaign speech made in a semi-public place so it falls in a gray area. Since Kennedy was already an U.S. Senator then his speeches might be free because he was speaking as a member of Congress and a U.S government official. These speeches are argued by some people to be in public domain under the Speech or Debate Clause. Additionally, some people argue that Kennedy's speech is free under the Public Domain-manifesto concept since Kennedy intended for the speech to be made widely available. You can read a discussion about the topic of including similar speeches here.
Personally, I lean in favor of us adding the speech since we have a verifiable copy from a extremely reliable source. If the Kennedy Library or Kennedy's estate wants us to remove his speeches then they can send a take down notice to the Foundation. I think we should push the envelope in this area because custom of practice can help form law. We have other speeches from members of the U.S. Congress on site. Some of these have been through copyright deletion discussions here but many have not. But, if you decide to add the speech it is possible that someone will suggest it be deleted. If that happens don't worry about it. This is a gray area and people have different ideas about which is the correct way for us to interpret U.S. law and our inclusion policy. billinghurst, thanks for the kind words. :-) Later in 2010 I hope to be more active at WS again. Adding poems to WS is one of my favorite hobbies. :-) Could you do me a favor and remove this sentence from my talk page. "I'm an administrator on Wikisource. Let me know if I can help you." Another big point for strategy edit

Hi FloNight. Another thought about WS's search engine needs that really really could do well to be part of the strategy.

When people search WS for text in transcluded pages in the main namespace, no results NOT show up in search results. So the only means for people to body text search is to be logged in, change their default settings to include Page namespace, and then they get Page results, which do not navigate back to main NS. All very unuseful. I am presuming that the internal search engine doesn't undertake transclusions before indexing. Welcome back, mostly focusing on RL issues and my Wiki-work is being focused on the Wikicup over at WP right now; I think WS is great and still my dear child, but the recent trend towards validating DJVUs has sapped my energy, I much prefered the days of adding hundreds of valuable texts, than validating the grammar in one or two.
