Appointed Professor of Tokyo University, 1879-1888; Director of Investigation Bui'eau, subsequently abolished, of Foreign Affairs Department from 1885 to to 1888; Leader of Progressive Party, since 1892 and has been sitting in the House of Representatives for Tokyo since that date; was appointed its President twice; Vice-Minister for Foreign Affairs in Okuma-Itagaki Ministry, 1898; granted LL.D. from Yale University, 1902; since 1890, has been President of Waseda University.
