ISHUIN, Vice-Admiral Goro (TOKYO), Vice Chief of the Naval Staff; b., Satsuma, Sept., 1852. Educ.: England and Germany. Entered Navy, 1871; member of Naval Staff with rank of Captain during Chine-Japanese War; promoted Vice-Admiral, 1903; for several years was attached to Legation at London; while there invented a new fuse, the Ishuin fuse, which was adopted by Imperial fleet.
