Secretary of Foreign Affairs, 1881; afterwards Secretary of Legation at Berlin; Governor of Nagasaki-ken, &e.; Vice-Minister of Justice and Vice-Minister of Home Affairs, Nov., 1898-Sept., 1900; later joined the staff of the " Osaka Mainichi " Shimbun, but resigned in 1903.
