He was educated at Westminster college and Lafayette university. In 1870-73 he was a traveling salesman for wholesale drug houses; and in 1873 was a cotton factor of Augusta, Oa. In 1879 he was admitted to the Georgia bar, and the following year was admitted to practice in the supreme court of Georgia, and is also a member of the bar of the supreme court of the United States. In 1879-88 he practiced law in Lexington, Ga. in 1888-93 in Pittsburg, Pa.; in 1892-96 in Atlanta, Ga.; and since 1896 in Washington, D.C. In 1896-97 he was supreme president of the American protective association; and in 1896-99 was proprietor of The Republic, a weekly newspaper of Washington, D.C. He is a member of the executive committee of the Scoteh-Irish Society of America, and in 1890 managed its congress at Pittsburgh and in 1892 at Atlanta, Ga.; and he secured the attendance of President Harrison and a portion of his cabinet at the Pittsburgh Scotch-Irish congress; and resides in Washington, D.C. Eckard, James Read, clergyman, missionary, author, was born Nov. 23, 1805, in Philadelphia, Pa. He was a presbyterian missionary to India. He was the author of Faith and Justification; The Hindoo' Traveler; and Outline of English Law from Blaekstone. He died Feb. 13, 1887, in Abington, Pa. Eckard, Leighton W., clergyman, author, was born in 1845 in Savannah, Ga. For five years he was a missionary in China; and since 1891 has been pastor of the Brainerdunion presbyterian church of Easton, Pa. He is the author of A History of Abington Church. Eckel, Edward Henry, clergyman, founder, was born Nov. 5, 1863, in New Orleans, La. In 1889 was ordained deacon by Bishop Coleman; and the following year was ordained priest also by Bishop Coleman. In 1907 he was special commissioner in charge of cement exhibits at the Jamestown exposition; and since that time has been engaged in private practice in Washington, D.C. He is the author of Ce-

ments, Limes and Plasters. Ecker, John Emil, musician, author, was born April 14, 1853, in Austria. He is the author of a concert overture for a full orchestra and various other compositions. Eckert, George N., physician, congressman, was born in Pennsylvania. In 1847-49 he was a representative from Pennsylvania to the thirtieth congress, after which he was director of the United States mint in 1851;

During the civil wai he was general superintendent of the military telegraph, with rank of major; reached the brevet rank of brigadier-general; and in 1864-66 was assistant secretary of war. chief assayer. He died Aug. 9, 1872, in Philadelphia, Pa. Eckfeldt, Thomas Hooper, educator, was born May 5, 1853, in Philadelphia, Pa. In 1881 he graduated with the degree of A.B. from Wesleyan university; in 1884-85 was a student in the American school of classical studies at Athens; and in 1885-86 studied in the university of Munich. In 1907 he was headmaster of Concord school; and since 1 907 of St. Andrew's school at Concord, Mass. Eckford, Henry, naval architect, was bom March 12, 1775, in Scotland. In the second war with Great Britain, 1812-15, he was employed by the government to construct .ships of war on the lakes and filled the contract with expedition and skill. He died Nov. 12, 1832, in Constantinople. Eckhardt, William R., physician, surgeon, was bom Sept. 15, 1864, in Texas. In 1888 he was appointed visiting physician to a charity hospital in Texas. Since 1891 he has successfully practiced in Houston, Texas.
