graduated with honor from the college of Milwaukee. In 1874 he founded the firm of Eckhart and Swan, which later became the Eckhart and Swan milling company, of which he is president; and his company is now one of the largest in America. He was a member of the thirty-fifth and thirty.
sixth general assemblies of the Illinois state legislature in 1886-90; and as a taember of the senate commission is entitled to great credit for establishing the sanitary district of Chicago. In 1891 he was elected a member of the board of trustees of the sanitary district of Chicago; and served continually as chairman of the finance committee until 1895. In 1896 he was elected president of the board of trustees of the sanitary district of the city of Chicago. He was active in organizing the first regiment of the Illinois state guard; and held a commission in that command for a number of years. In 1888-91 he served as a director of the Chicago board of trade. In 1902-03 he was first president of the millers national federation of the United States. In 1900-05 he was a director of the Illinois manufacturers' association; and in 1903 was its president. In 1905 he was president of the
West Chicago park commissioners; and in 1906 was aide-de-camp with rank of colonel on Governor Deneen's staff. In 1907 he was appointed a member of the railroad and warehouse commission of Illinois; and has filled numerous other positions of trust and honor. Eckles, Delano R., lawyer, jurist, was born in Kentucky. He removed to Indiana; and was appointed chief justice of the United States court for the territory of Utah. He died in Indiana.
Eckley, Ephraim R., soldier, lawyer, state senator, congressman, was born Dec. 9, 1812, in Jefferson county, Ohio. He was a member of the Ohio state senate in 1843-51; and in 1853 was elected to the state house of representatives. During the civil war he was a colonel; and at the battle of Corinth commanded a brigade. In 1863-69 he was a representative from Ohio to the thirtyeighth, thirty-ninth and fortieth congresses He died in CarroUton, as a republican. Ohio.
