VIII. Provided always, and it is hereby enacted. That the feveral Penalties and Forfeitures of Mitigation of Penalties, twenty Pounds, created and inflicted by the faid recited A6t, and this prefent A(St, may be mitiga- ted by fuch Ways, Means and Methods, as any Fine, Penalty or Forfeiture, may be mitigated by any Law or Laws of Excife; any thing in the faid recited Act, or this prefent Aft, to the contrary in any wife notwithflanding. IX. And be it further ena6ted by the Authority aforefaid.
