  • TT WHEREAS many Perfons, by LofTes and oiher Misfortunes, are rendered incapable of Preamble.

  • can, and many of them are able to ferve his Majelty by Sea or Land, yet are detained in Prifon by
  • their Creditors, or have been forced to go into foreign Parts out of this Realm : And whereas fuch
  • unhappy Debtors have always been deemed the proper Objefts of publick Compaflion ; and, by

' feverai A6ls of Parliament, have been difcharged on the Conditions in fuch A6ts mentioned : For

  • the Relief therefore of Infolvent Prifoners and Fugitives who fhall comply with the Terms con-
  • tained in this Ail to be refpedlively obferved by them, and faithfully difcover, upon Oath, and de-
  • liver up and aflign, all their EffecSts and Eftates whatfoever for the Benefit of their Creditors ; and
  • to prevent, as far as poflible, the many Frauds and Abufes which, in a great meafure, have ob-
