Amendment to the Constitution
of the Kingdom of Thailand (No. 2),
2532 Buddhist Era

Given on the 24th day of August 2532 BE
Being the 44th year of the present reign

Phra Bat Somdet Phra Paramin Maha Bhumibol Adulyadej gives a great royal command by which He orders with His pleasure that it be announced as follows:

Whereas it is appropriate to amend the Constitution of the Kingdom of Thailand;

Therefore, He orders with His gracious pleasure that the following Amendment to the Constitution of the Kingdom of Thailand be enacted:

Section1.This Constitution is called the "Amendment to the Constitution of the Kingdom of Thailand (No. 2), 2532 Buddhist Era".

Section2.This Constitution shall come into force from the day following the day of the first general election which takes place after the day of publication of this Constitution in the Royal Gazette.

Section3.The stipulations of section 75 of the Constitution of the Kingdom of Thailand shall be repealed and replaced by the following stipulations:

"Section75.The President of the House of Representatives is the President of the National Assembly. The President of the Senate is the Vice President of the National Assembly.

The President of the National Assembly has the power and duty to carry out in accordance with the rules the affairs of the National Assembly when in joint session, and has other powers and duties as provided in this Constitution.

In the event that the President of the National Assembly is absent or unable to perform his duties, the Vice President of the National Assembly shall serve in his place."

Section4.The stipulations of section 144 of the Constitution of the Kingdom of Thailand shall be repealed and replaced by the following stipulations:

"Section144.At joint meetings of the National Assembly, the regulations of the House of Representatives on the conduct of meetings shall apply mutatis mutandis."

Note: The grounds for promulgation of this Amendment to the Constitution of the Kingdom of Thailand are as follows: As the Constitution of the Kingdom of Thailand, 2521 Buddhist Era, provides that the President of the Senate is the President of the National Assembly, the President of the House of Representatives is the Vice President of the National Assembly, and the regulations of the Senate on the conduct of meetings apply mutatis mutandis to joint meetings of the National Assembly, but the democratic administration under the Constitution has now progressed continuously, it is appropriate to amend the said Constitution so as to make the President of the House of Representatives the President of the National Assembly, make the President of the Senate the Vice President of the National Assembly, and apply the regulations of the House of Representatives on the conduct of meetings to joint meetings of the National Assembly, which would be in line with the spirit and principles of the democratic administration. It is therefore necessary to rectify the Constitution of the Kingdom of Thailand, 2521 Buddhist Era.
