ORDINANCE
NUMBER 49


19 Febrnary 1946




CONTROLLING AND RECORDING MOVEMENTS OF
PERSONS ENTERING OR LEACING KOREA

    SECTION Ⅰ. All persons, except those enumerated in Section 5 hereof, who desire to leave Korea for any reason are required to obtain a Letter of Identity to authorize travel outside Korea.

    SECTION Ⅱ. Letters of Identity will be issued by the Foreign Affairs Section of the Secretariat of the Military Government of Korea. The Foreign Affairs Section is hereby authorized to implement this ordinance by regulations to insure :
    a. That all requirements for entry of the nation or nations which such person is to visit are met.
    b. That such persons receive the necessary health inoculations, exchange of funds and currency, transportation, and such information and advice as may be necessary.
    c. That accurate records are kept of such persons abroad, in case of emergency.

    SECTION Ⅲ. Applications for Letters of Identity may be made to any Military Government Team Commander, who will forward all such applications to the Foreign Affairs Section, Such applications will include :
    a. Name and address of applicant.
    b. Two photographs taken within sic months prior to the date of application.
    c. Reason for making application to leave. (If traveling on orders of the Military Government, a copy of such orders will be attached).
    d. Birth certificate, or ho-chok certificate
    e. Proposed itinerary.
    f. Designation of address or agent in all foreign countries to be visited, for the receipt of all notices.
    g. Period of time for which Letter of Identity is to be valid.

    SECTION Ⅳ. All persons entering Korea will give the following information to the official representing the Foreign Affairs Section at the point of entry :
    a. Passport or other credentials.
    b. Nature and purpose of visit.
    c. Proposed Itinerary and length of visit.
    d. Address in Korea, or designation of agent for receipt of all notices.

    SECTION Ⅴ. The precvision of this Ordinance do movements.
    a. Persons included in mass repatriation movements.
      b.Persons who are members of or attached to hte armed forces of any of the United Nations and who are travelling on official order.

      SECTION Ⅵ. Any person violating the provisions of this Ordinance will, upon conviction by a competent court, suffer such penalty as this court may direct.

      SECTION Ⅶ. This Ordinance shall be effective on the tenth day after the date appearing hereon.
