@Billinghurst: The only thing we know about this author is that he is listed as the editor for the book The Best College Humor (1920), which appears to be a collection of illustrations taken from magazines. The introduction was by H. C. Witwer. The book was first published by Handy Book Corporation in Reading, Pennsylvania. There are a few possibilities on FindaGrave. @PseudoSkull: Checking the 1920 US census, I cannot find any Harvey Richter that is tertiary educated. Can find baker, carpenter, salesman, farmer, and the like, nothing like you would be seeking. — billinghurst sDrewth 12:11, 5 September 2021 (UTC)Reply
@Billinghurst: I now have a copy of the book. I confirmed the information above is accurate, except that the book is actually a compilation of short jokes from numerous college magazines, with images on every page. It's pretty cool to own a copy of this, as the book is quite incredible... Anyway, the following information probably won't help you in your searches, but in case it does: on the bottom of the colophon it reads in xx-smaller size, "READING EAGLE PRESS, READING, PA." A transcription of the book will come pretty soon, after I scan it and the images. At that time, it might be helpful for me to iterate a script through it that produces an alphabetical list of all the magazine names from which content was compiled. This list might (maybe) prove useful to find some connection between them and a certain Harvey Richter. PseudoSkull (talk) 00:55, 14 September 2021 (UTC)Reply
