Public domain or not?

His article, Korea's appeal to the Conference on limitation of armament. (1922) is now available at California Digital Library. Then is it public domain although he died at 1965? HappyMidnight (talk) 14:39, 3 July 2013 (UTC)

Was it published in the US prior to 1923? If yes, then PD. If no, then it will need to meet the conditions of the URAA before we can host it. Beeswaxcandle (talk) 22:41, 3 July 2013 (UTC)
